Changes

• Add a BuildKit registry cache scoped to each PR.
• Keep the deploy job pending until the preview responds over HTTPS and Argo CD reports the Deployment healthy.
• Document the cache isolation and readiness behavior.

Validation: workflow YAML parses, the embedded deploy shell passes bash -n, and git diff --check passes.
